A Northern Ireland MOT certificate is valid in all of the rest of the UK (England, Scotland, Wales, Islands). And vice versa. One thing to be mindful of when buying a car in NI is insurance.

I read it as you can test up to 28 days before due date and get your mot dated from the due date ie 1yr plus up to 28 days. Earlier than 28 days then mot runs 1 yr from that date.

One thing to check is MOT. First MOT is 4 years in N.I. Don't really know how that effects you in the rest of the UK, but I suppose if you rereg the car and its 3 years old you will need an MOT.
